Trade update - October

Where do we begin?

Why not RCEP….

Intense negotiations are continuing to conclude the Regional Comprehensive Economic Partnership by the 4 November meeting of the ASEAN Summit.  Trade Ministers will be meeting two days ahead of this.

This negotiation has been getting very close to conclusion for some time.  The most recent Ministerial saw things step back with India raising issues about agriculture, imports from China, rules of origin and the quality of ASEAN services commitments (movement of people).

There has been a strong lobbying effort in India to exclude dairy but that has been resisted in the negotiations equally strongly by Australia and New Zealand.

Reading the Indian media over the last few days we conclude that the Indian people are being softened up for some compromises on key issues.  This should clear the way for agreement to be reached.

Government procurement feedback survey

Getting government procurement right is important. You spend a lot of time and money bidding for and managing government contracts.

New Zealand Government Procurement (NZGP) want to know what’s working and what needs improving in procurement planning and sourcing. Your feedback will help shape and grow procurement capability in the Public Sector.

Your individual responses will be held confidentially by the Capability Services Team and the Business Information and Analysis Team within New Zealand Government Procurement.These are not procurement teams: they work to help improve procurement practice across government.

Bribery and Corruption Survey

Deloitte’s 2019/20 Bribery & Corruption Survey aims to gather valuable insights into how Australian and New Zealand organisations perceive both domestic and foreign B&C risk, as well as what is being done to prevent, detect and respond to incidents.

Govt busts Customs congestion as Kiwi exporters go air freight express

Exporters will benefit from Custom’s Secure Exports Scheme (SES) being expanded to Kiwi businesses who use air freight to get their products to overseas markets, Minister of Customs Jenny Salesa announced today.


Under the SES scheme, New Zealand businesses can see their customs check times fall from around an hour to just 17 seconds on average. Before today, the express scheme was only available for sea cargo exports.

How do Chileans see New Zealand?

Chile has long been seen as a gateway to South America and there are many business opportunities with this Pacific partner, which have yet to be explored. So, to help Kiwi business get ahead, New Zealand Story and the Latin America CAPE have commissioned a comprehensive country perception research study to help New Zealand businesses get ahead by understanding opportunities in the Chilean market. 

Findings include how Chilean consumers and businesses perceive New Zealand, key points for business engagement and sector-specific considerations for trade.

Digital Economy Partnership Agreement

Thank you for the submissions we’ve received and to those who’ve come along to our trade policy outreach sessions from June to September. We’re making good progress in our negotiations with Singapore and Chile on a Digital Economy Partnership Agreement (DEPA).

What will DEPA include?

During negotiations in September, we discussed each of the DEPA modules and how DEPA fits with our existing free trade agreements and WTO-based e-commerce discussions.

New Zealand also put forward text for modules relating to:
• Digital inclusion and Inclusive Trade
• Government Procurement
• Wider Trust Environment  (Cybersecurity Cooperation)
• the Treaty of Waitangi

What happens now?

Negotiators will meet again in late October and discussions are on track for an initial announcement in November 2019.
